I have the same story for learning language since kindergarten and since English is not my native language I still struggle with the vocabulary. I've tried different apps like Duolingo, Drops, Memrise, Quizlet, Elevate and dozen of others. None actually worked for me the way I'd like to.
I didn't like those service for various reasons, so I've created my own web service to record words and practice them. It's called Polidict. I use it to save new words, add multiple definitions if there are multiple of them, translations and associated image. After this I'm trying take few short daily practice sessions with quiz and writing. The service selects words for practice based on learning history. Right feature list is not really broad, but I'll gradually add new useful features. I'd appreciate any feedback.

Based on our record, Transparent Language seems to be more popular. It has been mentiond 3 times since March 2021. For Dutch, I found a great test from transparent.com, but while they claim to offer Hindi classes, they do not apparently have a placement test. I took several other placement tests and they all placed me around the same level, so they all seem pretty well calibrated to each other. This one is the only one that I saw that also offered Hindi, but I am not far along in my Hindi studies so I can't vouch for it:... Source: over 1 year ago
I highly recommend giving Transparent Language's Cree lessons. They're extremely well done, and you can use a 14-day trial. It's in the Swampy Cree dialect, and there are loads of other indigenous languages to try (Ojibwe, Nakota, etc.). Source: almost 2 years ago
