I have a 400€ monthly budget for German classes, suggestions?

You can find a teacher online at italki.com or preply.com . I used myself both sites in the past. There is a number of different teachers there. Their rates differ but I think you could easily afford 2-3 lessons per week with a decent teacher with your budget there. You of course get receipts for all your payments there.
