Go to the router panel settings, you should be able to redirect some hostnames (like tiktok.com or whatever) to a custom ip or domain name like 127.0.0.1, so no devices could reach their servers as they will redirected to somewhere else. Source: about 1 year ago
Here is what you can try though: In JD, go to Settings - Plugins - tiktok.com - Download Mode - Change this to the opposite of what it currently is. If you are lucky, those items are downloadable now (only applies for items added after changing this). If that doesn't help, I recommend changing that setting back to default.
