It's hard to enforce developers to update documentation. Ideally, you should have somebody responsible to do it. As for the documentation stack, archbee.io for both internal and external. Way easier to wash out a Karen with 25 surveys than it is with 10. Start sending NPS recap emails every time a new survey(s) comes in and include how many promoters you need to get bak to 85% if you're below that.
