  Look up the promo on att.com and make absolutely sure that you meet all of the requirements including the plan requirements, max value of the promo (most promos only give you a maximum value which usually only covers the bottom of the rung phone), and the date that the promo ends (this can be harder to figure out).   I've looked at my att.com account online as well as my cell phone's ATT app but haven't found an option to successfully get a replacement PIN. The latter would be the key to successfully transitioning from AT&T to another carrier, I believe?! Source: 12 months ago
