Sometimes a server just doesn't show up in the server list. You can try finding the server in just-wiped.net or battlemetrics.com there is a connect button in these websites that connects you to the server through your steam account. You could also find out if the server is really down from player count in the websites I mentioned. Source: almost 2 years ago
