  My company instituted Bonusly and honestly its been great to have a system similar to what you are talking about. A way to give people 5-10 credits of recognition publicly so that it can add up to a $10 gift card after 10-20 "gifts" so far has been a great way to encourage each other to be helpful.   For fast searching, it usually requires indexing the files in question. There are a number of text-file indexing solutions, many of which use xapian, sphinx, or lucene/solr under the hood.
