Hey folks. I'm no kind of musician - the best I can do is whistle. I am not making music yet, but if I were, I would be looking into ProjectSAM (free orchestra) and Bespoke Synth (free modular DAW). Also, I found Bosca Ceoil to be good for retro video game music as the files it creates are small and work well with source control. Source: over 1 year ago
I made all of the sounds myself in either BeepBox (https://www.beepbox.co/) or Bosca Ceol (https://boscaceoil.net/). The sound of the bar going up and down is just a long humming sound that I loop and change the pitch of based on how full the bar is. Even Mixcloud and Soundcloud have gone downhill lately. Might be worth looking up https://hearthis.at but it's a sad state overall, when it once felt the internet had a multitude of places for beginners to share mixes with new sites opening each year, while now it feels like everything has gone backwards and isolated or requiring lots of money to make it worthwhile.
