I can suggest brush.ninja for online (2D) animations or OpenToonz/FlipaClip for downloadable software animations, along with Blender for 3D animations (all of these are free to download and use). Source: over 2 years ago
Also, I didn't see it mentioned, but if it's environments that you are mostly after, one possible solution is to use HDRIs for the background. Obviously those are more limiting than a proper 3D environment but might be good if you are just doing static, one-off shots. I used a terrain texture from polyhaven.com (was texturehaven.com back when I downloaded it.) I honestly cannot remember which tool I got the heightmap from, it was so long ago.
