Ascap.com, cloudcovermusic.com, etc, can provide the legal performance licensing for replay in a business setting, but I'm not sure that what you're looking to do is even legal under the current streaming licensing systems. I am not vouching for a particular company, and I do not use this company, but you want something like CloudCover, which allows you to stream Pandora stations in a public setting and takes care of all of the licensing stuff for you.
