I found a gardening web site on a search that shows the date 2005-2008 at the bottom of the page. Clicking on "blog" takes me to an error page, so clearly it's not active. But it's run by Solas Web Design which describes itself as "Media & Internet, Data Collection & Internet Portals". The URL says datanyze.com. The Blis platform allows you to geofence foot fall conversions and use custom polygons if you want to. I've done several campaigns using their self serve and it's pretty easy to work with. I'm pretty sure they built it on their own so it wouldn't be using simpli.fi based tech, based out of the UK I believe but they have a NYC office. Source: over 1 year ago

One DSP that claims to specialize in hyper Geo targeting is simpli.fi. It says you can map out a geofence, but I'm not clear on the specifics on if they use 1P data or 3P, but worth checking into. Source: about 3 years ago
