The first option that comes to mind is a background job run by some of the queuing back-ends such as Sidekiq, Resque or DelayedJob, possibly governed by ActiveJob. I've been using ShareX (https://getsharex.com/) for some years, which is also open-source, and very featureful while not feeling too bloated, though Windows only.
