I see. The short answer is no. Windows does not have that functionality. You can use a third party app, either Dual Monitor Tools (http://dualmonitortool.sourceforge.net/) or the Cursor Lock app (https://www.snakebytestudios.com/projects/apps/cursor-lock/).
