You still need to create image templates for the designs that you want to automate, but you don’t need to write code for that. I have 2 SVG files that I want animated and turned into a GIF, the site https://svgartista.net/ doesn't allow exporting as SVG. It's a shame because this is doing exactly what I need. I tried svgator but that could not open up my SVG files on that site, which is annoying. But yeah, anyway I have these two SVG files and I need them turned into gifs, so if you can help, I'll pay $20 for both. Thanks so much. Source: about 2 years ago
This could be done in css, but it's pretty complex. You would probably use custom animations with keyframes. Animation of logo looks like svg animation where you are somehow animating path. Look for svg animation example here: https://svgartista.net/. Source: over 2 years ago
