Have you heard of Elpha? It's an online community for women in tech and also has a job board. I especially love that you can filter companies by things like %women in leadership roles, remote, flexible work schedule, lactation room in the office (!), US visa support, stated compensation philosophy, 401k matching... Yeah, CSS is something that requires practice. I'll say 1st week (or maybe less) for HTML and then the remaining 2 for CSS. There are some good resources like frontendmentor.io that you can try to get some understanding of how HTML and CSS work together. I'll say don't waste too much time on learning.
