For tools, on PC, the go-to tools has been EXIF Purge, and there are several tools on both App Store and Play Store (I use Imagepipe). Samsung (and Google Camera, apparently) allows disabling location tags in their camera app, though if you don't trust them and find its result to be OK, then you can use Open Camera instead. I had a similar need some time ago, I found and tried many options out there and unfortunately most of them were not what I was looking for, grossly out-of-date, or weren't worth the time. So far the best thing I was able to find is Types. It can't do everything you are looking for, but it can do some of it.
