The online tool: ezgif.com is pretty good for short gifs and maybe even videos in some cases. When it comes to free video editing software it gets a bit tricky imo. Most of them are not particulary designed around making meme clips. You could try microsoft clipchamp for windows (11?) for probably the most basic and easy editor around or Maybe kdenlive.org/ Haven't tried it yet. But it is free and people say it...
