  Download and install the File Converter, right-click on an image file such as jpg, png, etc. And hover over "File Converter" which should be above "Open with," go to "Configure presets," go to webp, set the quality to something reasonable like 90 (you can even go lower), save.   ELinks is a text browser (unmaintained since 2012) and according to your description the setting appears to be working just as described in the fine manual, i. e. The browser always displays the text "IMG" and not the filename, title, or alternate text when rendering tags. Source: almost 3 years ago
