If memory serves, in order for Tesla to help fund the installing of Tesla chargers you have to be willing to have the chargers listed on the "findus" section of their site, so if the chargers aren't going to be offered to the public, then I wouldn't go that route. Source: about 2 years ago
Tesla's website used to have a filter to only show Superchargers that are available to non-Teslas. That filter has since been removed. Source: over 2 years ago

I am aware that the "local" phone numbers posted at tesla.com/findus for service centers make it notoriously hard to get a hold of an actual human, but I have heard it is possible with some phone tree luck. Source: almost 3 years ago
