I believe Eleuther was much more selective what training data to use which is why they didn't need so many parameters. But is sounds like they're a pretty dedicated crew that will be working to make more open-source alternatives for ChatGPT for years to come. I can't help you with costs but I read that MP4s are much smaller than GIFs so you could consider converting any format to MP4 before it's hosted. There's a Linux version of FFMPEG that could be hosted online that could do the conversion.
