In general, the cell bands used in the US are not supported by many Xiaomi and Redmi phones (not sure if any of them have good coverage of US bands). Check on gsmarena.com for the band coverage and then check your carrier's website for what bands they have service on. I definitely think you should be able to add keyboard layouts at a software level on iPadOS and iOS, but one possible solution to the problem right now is using a programmable keyboard using QMK [1], ZMK [2], or some other open-source firmware.
