GNU Octave might be a bit more popular than Hippo CMMS. We know about 1 link to it since March 2021 and only 1 link to Hippo CMMS. I'm not sure it'll check all your boxes, but it should check most of them. Hippo CMMS is what we use for maintenance at our centre and it works pretty well. Works on mobile, ties in with Azure which is nice. I haven't dug into their inventory capabilities, but their reps have been helpful with questions and I'm sure could give you more info.
