I don't consider myself an expert but unless zayo.com is an EA vendor then BioWare and EA can't do much about the issues you're seeing with zayo.com hops. Here is the relevant portion of my tracert to swtor.com. Below is my tracert start with the hop after my ISP. Source: almost 2 years ago
Oh gotcha. So an example of that backbone would be the zayo.com hop probably. Not directly affiliated with my ISP - may be affiliated with bitbucket, but a real bugger to try and get anyone to take action on since it's not directly under the control of either party. Source: about 3 years ago
