"Regular" people don't really need FFMPEG. Regular people need tools with GUIs that have a non-generic purpose. So stuff like https://kdenlive.org/en/ that are backed by ffmpeg are (imo) superior "regular" person tools. I think you can use https://cdburnerxp.se/ to create VCDs directly from the video files you have. Its been years since I burned any kind of CD so I can't say for sure, but I believe it supports making VCD. Source: almost 2 years ago

Assuming you have a CD-ROM/DVD-ROM drive, you can use a program like ImgBurn or CDBurnerXP to "rip" (copy) the disc onto your computer. Most software will rip as BIN+CUE or ISO. You will be able to use that in a PS1 emulator such as Duckstation or ePSXe. Source: about 3 years ago
