(only two devs are maintaining the whole project) Manjaro is a popular Arch based distro that helps Linux users to benefit from rolling release model while maintaining stability. The difference between the two is how recent their KDE software is and how often said KDE software is updated. KDE Neon's KDE software is up-to-date, on par with the latest stable releases, updated every week maybe, be it features or bug fixes (again, KDE software only, see apps.kde.org). I use the default application on my Fedora KDE installation, Akregator. It's nothing too fancy but it's functional enough. I haven't explored any of the web applications that allow you to log in to your feed—for now I'd rather just export my directory of feeds as an OPML file backup if I'm switching between installations.
