This often happens when a company goes under, or a partial merger happens or something. A great example is Zoo Tycoon (the original game), or Lemmings. There are plenty of games there you've gotta pay for through Steam, GOG or Zoom Platform (which has all the Duke Nukem stuff officially) but there are plenty of free older games on there too, that haven't been re-released in any form for some time.
