On windows I have installed a program called NetBalancer. The paid version allows you to limit bandwidth usage of any application. With the free version all you can do is monitor, but I found it very useful. I do have darkstat monitoring traffic on my egress interface. I also block access to UDP port 53 from untrusted hosts (I will change it to silently redirect to my official unbound DNS servers later). Source: over 3 years ago
