You can - you'd basically just create a python script that parses your HTML/CSS files and replaces strings with values from your YAML. However I wouldn't recommend that unless you're just using this as an opportunity to learn Python. You can use the built-in Gutenberg editor, or the classic editor, choose a theme from https://wordpress.org/themes/ , or write your own theme from scratch, or purchase page builders like Elementor, Breakdance, etc. (I personally do not recommend them).
