That’s definitely possible! There’s a lot of resources to help learn bubble, but I also recently created a bubble course at https://nocode.mba (with a 7 day free trial) The first tutorial in it actually covers that exactly (create a to do list by filling out a form). Use a paid wrapper like sheet.best or sheety.co. Much easier and robust from my experience and the free plans might be enough anyways. Source: over 2 years ago
