I needed to find a "higher than youtube quality" version of a demo album, which the only working downloads I've found for them is in an Nzb file (https://livegigs.org/forum/showthread.php?tid=110), and I've figured out that it's related to usenet and all that. I looked up radiosure.com with an online tool and that information says it originates from Moscow which explains the inability to reach it. It could be geoblocked, or just on blackout considering the state of world affairs. Which might explain the absence of Fonzy and other moderators from the different forums.
