The exclusive moves are almost exclusively a thing for pokemons that have three stage evolution. So if the first evolution costs 25 candies it is then the second one with a cost of 100 that either has some exclusive move that is avialable only if you evolve during some specific event - or it will quite likely get one, while those costing 50 candies most likely don't. Could you care to elaborate on the "CI3 is dangerously out of date" statement? What exactly makes it dangerous? The last version (3.1.11) was released in 2019, and until version 4.1 a few months ago, CI3 was still the current stable version.
