  I was frustrated by the +4 oxidation state as well, but ptable.com says they exist based on the electrons tab. Probably only exists with fluorine, and maybe oxygen, at nonstandard temperature and pressures, but I honestly don't know. Source: over 1 year ago

There are many programs you can enroll her in BUT if she wants to work at her own pace you can look online for what your state/municipality expects a child to know in each year.   However, the math instruction that worked for me (I suddenly had to teach upper level math to expelled students in a self-contained class - and didn't know anything past Alg 1) was khanacademy.org, a free online program.
