Finally installed DesktopOK by SoftwareOK.com. It's a bit of a Swiss Army Knife application. It has a "Tools" setting to enable an Alt+MouseDrag to move and/or resize any window by using a precedence key + mouse movement. There is an easier way to get it if you go to https://ioshaven.com and search for it you can install it without a pc. One downside though it’ll stop working after a couple days I learned that and lost some of my saves. Source: about 3 years ago
