Finally installed DesktopOK by SoftwareOK.com. It's a bit of a Swiss Army Knife application. It has a "Tools" setting to enable an Alt+MouseDrag to move and/or resize any window by using a precedence key + mouse movement. FPGA's, PCB design, and autorouting are the extent of my non-native engineering applications and I don't play too many games, but I would say that BG3 works really well and they even have a native port :) and Civ VI works well.
