I am building https://github.com/claceio/clace and https://retool.com/, allow automation of operational tasks through a web interface while also allowing fully custom web apps. Clace also works great for running simple web apps locally. Maybe try Bitsbox? It teaches Javascript by making games. They can share the games with their friends, and it also leaves a lot of room for them to modify the games using what they learned. It teaches a lot of programming skills that are useful later. There is also Google's CS First, that's free and has a lot of different projects.
