If you just want to mock something up, you can use a pre-built UI system / component framework and just put together UIs declaratively, without having to worry about the underlying CSS or HTML at all. Maybe the app was using Chakra UI for its modal and custom buttons, while the rest of the imported library is just dead weight. From what I can tell by other captures listed on https://timetravel.mementoweb.org/, these ads were hosted on DoubleClick, not on Neopets' image server. The original images (I have no way to tell, but I have a hunch some of these were animated) and the other language variants might now be lost media.
