Everyone likes free, and Sendfox offers a forever-free plan. However, you are limited to the number of sends you can make and can only have 1,000 contacts. You’re also required to have the double opt-in and don’t get an HTML editor.

Separately, been keeping a list of Mailchimp alternatives. Sendfox works pretty well, and I plan to try out Sendy sometime soon.

    ArcGIS Online could be the right move as long as you set up the service correctly. You could also load the shapefile into a database like PostgreSQL and connect to the database via an API like Geoserver FastVector, or pg_tileserv.
