Its a software called Rainmeter, basically you can put widgets and go crazy with customization. For the taskbar its called TaskbarX (its also a skin in Rainmeter). As for the live time its LunaIUI Widget. Source: over 1 year ago

For those wondering, I'm pretty certain this is done with rainmeter. It's similar to this setup which has all the used skins posted. Clock is the same except with a different font for the bottom text, clear taskbar is like taskbarx or translucent taskbar, I couldn't find anything similar to the audio player so it's probably self made or edited from another preexisting skin. I use this website which I keep pinned to my taskbar so I can have easy access to emjois. I probably use the traditional 🙂 most often. I like this 😒 one though. And one I've assigned context to is 🐙 because it looks how I feel when I'm unsure about something because to me it looks like the thought process of "Hm, I don't know. Maybe? Yeah okay!". Emojis in Chrome (and other browsers too actually) used to display the true classic Segoe UI Emoji font (ex: if I go to getemoji.com, these used to display the same emojis as Word; copy paste from that site to Word looked the same), but just a couple months ago something changed.
