Time Out is free, but you can donate for extra options, which I personally do. This is one of these succesful macOS apps that just keeps being updated every year or so. I see. The short answer is no. Windows does not have that functionality. You can use a third party app, either Dual Monitor Tools (http://dualmonitortool.sourceforge.net/) or the Cursor Lock app (https://www.snakebytestudios.com/projects/apps/cursor-lock/).
