If they're open subs (i.e. Burned into the video) there are various programs out there that can do it, for example VideoSubFinder but quite a few out there. Just do a google for 'OCR hardcoded subs.'. Source: about 3 years ago

This is more of a question than an answer, but has anyone used an online audio transcription site to create an English transcription directly from a Spanish language audio podcast MP3 file?
