I used Wanderlog which can suggest you popular locations in a city, if you pay for it you can optimize your itinerary for a day. It has some budgeting capabilities, but it won't suggest you accommodations, flights or transit from a city to another though. Source: over 1 year ago

You probably used a site called outline.com but unfortunately the website was recently discontinued. There are many chrome extensions for it, which many of them can be used on chrome for android, as well as the fact that the safari browser for iPhone has it built in. readermode.io works well for me on Chrome.
