Sounds pretty normal, I put your settings into mouse-sensitivity.com and it comes out to 38cm/360 which for tac fps games is considered a pretty average sens. It might sound stupid but if you want really fast flicks then you just have to move your arm faster or you can just speed your sens up. Source: about 1 year ago
