I've been using Picmaker for the last 3 months and I've been loving it so far. It has a free background remover tool that allows me to add my own pictures to my designs.

Wikidpad is quite functional. It's not the prettiest but it does its job. I don't know if or how you can implement images. But it's free and maybe worth a try. Source: almost 2 years ago

If your work is not published its very likely to be removed by a mod on Wikipedia, but when it comes to organizing your world, a personal wiki is by far the best way to do so.
