.vi is not a file extension commonly associated with any common video format. The closest I can find is that it's an Arcsoft VideoImpression Project file, which may or may not contain actual video data. This is their website but from what I can find the VideoImpression product is discontinued. You can use TrID on the file to see what it thinks the file type is based on its magic number.
