No, it's taking a screenshot of the browser's content, then adding padding to the surrounding image, and letting you pick a colour for it. Screenshot Software like Cleanshot X and Xnapper have this feature built in, either as a default or as a customisable setting.They're basically making it unnecessary to use a third-party screenshot tool to achieve the same effect. Go to Google Images then choose Search by Image (middle button) and paste in an image link. You get a few similar images, one says Dubai, which at least gives you the city.
