It's been a really long time since I last used it, but I believe that you can do this with Yawcam. Some configuration might be needed, and when I used it, I think I used it as mjpeg, not h264, but BI should still be able to support that. Source: over 3 years ago

Take it easy. You’ve got plenty of time. I’d ditch adobe animate, although it has its benefits, and check out something like https://animationpaper.com/ and pick up Richard Williams animation survival kit and you’ll be set for a while. Hello fellow animation enthusiast. I'm curious about why you are writing a new program rather than working with the existing open source codebases of OpenToonz/Morevna/Pencil2D? (They are C++/Qt for whatever that's worth). Not to mention what Blender has accomplished with the development of the Grease Pencil module.
