Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini. There are services such as 3playmedia.com that can transcribe within 2 hours of upload and deliver a .VTT or other subtitle/caption file (whatever is required for captions in your editing software).
