Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini. Epicpen is even closer to what I'm looking for, but the only problem with it is that there is an annoying toolbar that pops out when you use it. The “hide toolbar” hotkey it has also hides the drawing, and even minimized the toolbar is not small enough to put off the screen. Source: almost 2 years ago
