Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini. If you're doing 360 panoramic virtual tours, those aren't 3D so VR isn't necessary. Tools like krpano.com can build out your tours (manually), and krpano does support some extrapolated pseudo 3D which looks pretty cool. Source: over 3 years ago
