It is basically designed to optimize the route that your connection takes to certain servers, including League's servers. Greenland is definitely closer geographically to NA but the routing options and bandwidth aren't great between it and the rest of NA. On the other side though, Iceland looks to be quite well connected to mainland EU and then has a single cable to Greenland from there. Unforutnately you have no control of what happens along the route between you and the server. The only two things you have control of is opening your ports on your router and it sounds kinda cheesy, but I live in Utah and I have experienced amazing results using Haste. Source: about 4 years ago
A work around that got me in was to use the haste app (https://haste.net). Haste will try to optimize your network path to the game server. Source: about 4 years ago
Same thing happened to me, its an isp routing problem. There are several VPN services that can help fix this problem for you, I live in denton, tx and went from 45 ping to 9 ping on texas servers with haste, I've also heard good things about exitlag but that one's paid. Source: about 4 years ago
Because networking is crazy. Crytek has basically no control over this. Your local ISP is probably routing you some weird route that is adding the ping time. Additionally, you could have your data being routed through a node that is having technical issues or something.
